I found a survival SMP that is about 2 weeks old and it has a small active group with around 6 to 9 people on. It started after the old world ran for more than 3 years so everyone decided to restart fresh.
It is vanilla plus on fabric and you can still join with a normal vanilla client. You can play on Java versions from 1.7.2 up to 1.21.11 and they recommend 1.21.10. The world border is huge at 2 million blocks which makes the map feel endless and there are no map resets.
