I found this modded server called Iperios and it is all about building nations inside Allthemods 10 version 5.4. You can make your own nation and pick your own government style and set laws and ranks or you can just join a nation that already exists.
To get in you have to join their discord first and ask to be whitelisted. After that there is a channel for new players where you can read starter info and get the server ip.
When you finally join the server a staff member helps you out. They guide you a bit at the start and give you a beginner kit so you are not lost and then you can go off and start playing.
You need the ATM10 modpack on version 5.4 installed or it will not work so make sure to set that up before you try to join.

Harvest SMP is a semi vanilla survival server that feels like a Hermitcraft style world. It uses a bunch of quality of life datapacks and just a few simple mods that are optional so it still feels like normal Minecraft.
The server is at the very start of Harvest Season 5 and they want people to join right now. They plan to keep this world for a long time and they are even blocking off The End for a while so new players do not feel super behind.
The community is focused on being mature and respectful. Players are from around 18 to 55 years old and the admins actually talk with players and listen. Everyone is welcome no matter if you just build or like technical stuff.
Every season they make a shopping district plus a minigame and casino area. They do events for minigames and building contests for spawn and just hang out together a lot.

The Perch is a Minecraft survival SMP that really tries to feel like a second home. It is made for players who want a long term world and no constant resets. The whole server is focused on what the community wants so it stays calm and not toxic.
The gameplay feels close to normal survival but with small tweaks that make things nicer. PrismaCraft is a survival server that is trying to feel close to vanilla but with extra systems that fit in really well. It runs on 1.21.11 and has a new SMP playtest happening before a full release.
You can make your own town and claim land so you can build a big farm base a city or just a small place with your friends. There are skills you can level and you put stat points into things like health defense and attack so your character slowly gets stronger.
There are jobs you can pick like mining fishing or building and the whole economy is run by players. You earn money by doing your job and trading so it feels like a real player market.
The world has dynamic seasons that change every week. They affect temperature the environment and give some gameplay bonuses but the negative parts are kept pretty light so you only deal with them as much as you want.
There are custom mobs with a bunch of unique creatures and lots of new fish. Some mobs like different bugs can be caught in jars and used as decoration in your base. There are also over 100 custom enchants you can get from tables and special traders plus craftable gear like custom armor and tools.
The server staff is active and always working on updates and improvements. The community focus is really strong and they like when players talk about new features and share ideas for the server.
