I found RevsMC and it is an 18 plus Minecraft Java SMP running the All The Mods 10 modpack. It feels like one of those servers where people actually plan to stay and build a real history over time.
The main idea is nations and groups. You can create or join a nation faction or clan and then build cities grow industry and push magic and tech progression. People also run shops set up trade networks and try to build their own economy.
Politics are a big part of it with alliances and rivalries depending on what players decide. Conflict exists but you do not have to be part of it.
PvP is opt in or opt out for players and nations so builders traders and explorers can play without being forced into fights. If groups do want conflict there is kill on sight between hostile parties and raiding is only allowed when both groups agree to raid each other.
