I found Iperios and it is a survival SMP where you can build your own nation and try to get stronger with skills. You can make a government with laws and ranks or you can just join a nation that already exists.
The big thing here is geopolitics and wars. There are resource camps in game you can conquer and they become your first income of geopolitical resources. You use that to expand and take more territory and also earn wealth.
It also has custom enchants and a bunch of helpful plugins like a live map claims protection spawners and McMMO. You have to get whitelisted first and then a staff member helps you get started with a beginner kit.
