Era SMP is a geopolitical Minecraft server that tries to feel more like a living world. It uses a bunch of plugins so players can keep pushing forward without needing staff to run everything.
I saw tech style progress with things like electricity and machinery plus bigger enchantment caps. There are also moveable vehicles and a raised world height so builds can get wild.
It also has a live map and a lot of extra features from its plugin setup. Most of the time it sounds like you will have more than one project to work on which keeps it from getting boring.

I found a small friendly Towny and SMP server called GamerHub Towny. It is made for chilling but it can still feel casually competitive. The community is welcoming and you can usually find people around in AU EU and US timezones.
The rules are clear and it is no grief and no stealing. They also say there are no resets ever so your progress stays.
You can build claim land and grow a town with Towny. It also has Jobs MCMMO and an in game ranking system. There is Dynmap so you can see the world. You get player warps and player shops plus a sell only server shop.
It runs on version 1.21.x and it also supports Bedrock players.

The server has been running for close to 5 years and it has never had a reset and they say they do not plan to reset.
It also has Towny and mcMMO plus other core features and some custom stuff made just for this server. One big thing is Lilac Saplings with over 200 custom trees you can use to decorate your base.
There is a custom Lilac Mob Arenas system with different difficulties and buffs and debuffs and challenges and maps and mobs. They also changed farming fishing and mining with custom ways to do them so endgame players have more to work on.
It supports Minecraft versions 1.21.4 through 1.21.11.

The main gameplay is Towny and factions. You can build a town then team up with others or claim your own space and fight over territory.
PVP matters here but they try to keep it fair with an honor system that is explained in their rules. There is also McMMO so you level up skills while you play and unlock abilities.
The world uses Tectonic generation so the land looks more realistic with big mountains and valleys. They also have custom items like furniture and they plan limits to help reduce lag.

I found a survival civilization server that is all about politics that actually matter. It just opened early access and it wants founding players to start towns and shape the world.
You can found a town and pick how it is run. There are five government types and each one changes costs like upkeep land claims and expansion. Some are cheap but you have to follow votes and some let you rule harder but it drains your treasury.
Elections are a big deal because they use ranked choice voting. Your vote weight depends on how long you lived there how much gold you put into the treasury and if you have been active lately. There is also a cap so one person cannot take over everything.
Towns build tension over time and it can lead to big problems. If things get bad impeachment petitions can start and residents can defect or towns can try to split away from their nation. You cannot just take power and go AFK.
Nations can also siege enemy towns during scheduled weekend battle sessions. If you win you plunder the town and occupy it and take part of their daily resource production. The server runs on Java 1.21.6+ and it is on Folia.
