This is a vanilla survival server that tries to feel like classic Minecraft. It runs on Minecraft 1.4 and everything moves a bit slower so you actually have to work for your progress.
The whole city is inside one big jungle biome. Players do not just build random stuff everywhere. You buy plots with diamonds at the Town Hall and all building stays on those plots. It makes the place feel organized and like a real planned city instead of a mess.
There is a main Town Hall where players talk about public projects and what to build next. The founders vote on big choices like when to update the server and what direction the city should go. A wall goes around the jungle so the borders of the city are super clear.
The rules are pretty strict. You have to be 18 or older. The server is fully vanilla. No griefing no cheating and no stealing. Everyone has to be respectful or they just do not belong here.

I found this server called Iperios and it is all about making nations. You can start your own nation and make your own government and your own rules and ranks. If you do not want to lead a nation you can just join one that is already made.
The server runs the Allthemods10 ATM10 modpack on version 5.3.1 so you need that installed before you can play. It is whitelist only so you have to join their discord first and ask to get on the list.
When you first join the staff helps you a lot. A staff member shows you around and gives you a beginner kit so you are not totally lost. After that you can go off and build or join a nation and start playing how you like.
