I found a newer Towny server called GamerHub Towny and it is built for a small friendly community. The big deal is it has no resets so your builds and progress are meant to stick around.
Griefing and stealing are not allowed so it feels safer for people who just want to build and live in a town. A lot of the players are from Oceania and the US and people are ready to help new players.
It has ingame ranking that uses ingame money plus Dynmap so you can see the world. There are player warps and player shops and a sell only server shop. It also has Jobs and MCMMO and the server gets busiest when it is streamed on twitch.
It supports version 1.21.10 or similar.
