The world gets harder as players progress. At the start it is normal difficulty. When the first player reaches the Nether the whole world becomes hard. There is a hard limit of only three maces that can ever exist on the whole server and once they are made that is it. Phantoms are turned off and the Nether and End are locked at the start so everyone has more fair progression and the border starts at 7000 by 7000 and expands over time.
