I found WBPVP which is a Java server running on 1.21.11 and it is focused on 1.9 style PvP.
It has normal gamemodes and the main new thing is Water Bucket PVP. You fight on a floating island and try to knock the other player off like sumo.
The twist is you can water bucket clutch and come back up so the fights can get wild and clutchy. It feels like a simple idea but it turns into lots of quick saves and comebacks.

This is an ultra hardcore SMP where you only get one life and that is it. It feels semi vanilla with minimal rules so players can do what they want and the world can get ruthless fast.
The map is huge at 300000 by 300000 so there is tons of space to roam and hide or chase people down. You can build alliances or go solo and try to outlast everyone.
PvP is meant to be more pure since crystal and anchor PvP are not allowed. It also says there is no pay to win so everyone starts equal.
