Mythvale is a survival server where players build towns and nations and basically control what the world becomes. It is all about worldbuilding and politics so your choices can change the history of the server.
People can found towns and claim land then grow into bigger settlements. There is warfare too with nation fights and territory being taken. You can also trade with other players in a player run economy.
The server uses a custom world made for exploring and settling. It supports Java and Bedrock crossplay and it is launching soon on version 1.21.11. If you like diplomacy strategy and long term community stories this server is aiming right at that.

I found a medieval themed modded server for Java 1.12.2 where the main idea is building kingdoms and fighting wars.
The big mod focus lets players make NPC soldiers and workers and you can also use siege machines like catapults to attack fortresses. Wars are long term and sometimes lead to big battles with lots of NPCs and a final fight at an enemy capitol.
There is claim protection most of the time but it gets disabled during a siege for wars. The server has some lore and rp going on with a backstory posted in their community but roleplay is not required.
It is not only war since there are building mods and lots of PvE too. You can find structures and bosses and they also plan PvE events sometimes. Notable mods mentioned include Ancient Warfare Mowzies Mobs Electroblobs Wizardry Epic Knights Quark Waystones Biomes O Plenty Rustic and Travelers Backpack.

Meraki SMP is a survival world where people do not just live alone. Players build real towns and then turn those towns into nations. The map changes because players make alliances and sign treaties and sometimes they break them.
Towny makes it all about land and borders. Towns can grow and join together. Your town also produces daily resources so where you settle actually matters and fights can happen over valuable regions.
War is not forced but it can happen. Nations can do siege wars and there can be conflicts over resource sites and events that change borders. You can try to stay neutral but it can cost you.
The economy is player made. There are no admin shops and no villager trading. People run markets with VillagerMarket or QuickShop and trade groups can form to get rich.
The overworld uses Terra so the terrain is dramatic with cliffs and valleys and rivers. There are also quality of life features like Veinminer SmartSpawners AuraSkills and ClickMobs plus Brewery Project and BetterHorses. Java and Bedrock players can join.

I found AeternalCiv and it is a semi anarchy server where you build civilizations and try to make your own path. You can be a citizen a king or queen or just a hermit and do your own thing.
It has base reinforcement with Citadel and it uses snitches so people can protect areas and track stuff. There is also warfare plus Movecraft so fights can get wild.
It leans into RPG style gameplay with Origins ValhallaMMO levelled mobs seasons and more mechanics. There is Brewery custom recipes and the server is still being worked on so more changes are coming.
It started as a small friends server and now they want more players to join and build the world together.
