I found a bi monthly seasonal anarchy server where the whole point is that players make the story. It is survival but it feels like a living world because people can form nations and factions and start rivalries.
Season 1 has a Lifesteal theme so fights matter and the danger feels real. The play style is full anarchy with minimal rules so your choices can make you a hero or a straight up villain.
This server also seems really good for small creators because you can build storylines and events with other players. Each season resets and comes back with a new theme so there is always a fresh start and new drama.
