I found KimitCraft and it is a brand new Java SMP on the latest version. It is vanilla plus which means it stays mostly vanilla but has a few quality of life tweaks.
It is whitelisted and the goal is a small chill group with around 6 to 15 active players. The server is inspired by Hermitcraft so it is about trust and community builds and later on they want to make a shopping district.
