I found a survival multiplayer server called Origin SMP that just started a new season. It runs on 1.21 and it works for Java and Bedrock.
The whole vibe is story driven and competitive. There is a tier system with PvP progression so fights actually matter. Proximity voice chat is on too so you can talk in game when you run into people.
It is semi anarchy with no land claims. The server allows anarchy stuff but random griefing that has no story or purpose can get rolled back to keep the long term world going. The world is finite at 2500 by 2500 blocks so you are way more likely to meet other players.
It also has artifact style items with randomized perks and you can level them up to get stronger. The community is friendly and active daily and a lot of it is about alliances and betrayal.
