I found a server called SB2t that just went live and the world is totally fresh with no history yet.
It is a true anarchy style place with no teleports and no resets. They also say no pay to win and they aim for long term survival with no admin interference in gameplay.
It supports versions 1.18 through 1.21.11 and it is built on a Folia based core for performance. It also uses a Velocity proxy with a queue.
There is a 2b2t style anticheat with intentional bypasses and there is optional proximity voice chat. They also run scheduled dupe events for players that want that kind of chaos.
