I found a server called NOHEART SMP and it is a modded survival SMP with a big combat focus. It uses a modpack that includes Enchancement and Arsenal by doctor4t and it also has Lifesteal so fights actually matter.
It is not anarchy though. Griefing is not allowed and stealing is not allowed so you can build stuff without it getting ruined.
It is not scripted but you can make your own lore if you want. When it was posted there were 7 members and 20 slots total so it still feels small.

It also has proximity voice chat so you can talk to people right in game. There are no land claims so the world is shaped by trust and politics.
The map is finite at 2500 by 2500 blocks so you run into people a lot. It is semi anarchy so anarchy is allowed but random griefing with no story or purpose can get rolled back to protect long term SMP stuff. I found a Lifesteal SMP that is locked into a 1,000 by 1,000 world border so it stays packed and stressful. It is all about PvP strategy and survival and it is meant to feel competitive.
The lifesteal system is simple. If you kill players you gain hearts. If a player kills you then you lose hearts. Mobs do not change your hearts.
The cool part is the custom Spirit Mode they coded. When you would die at 1 heart you turn into a spirit instead of being gone. You drop your inventory and you cannot interact attack or pick up items. You are invisible and invulnerable and you get 30 minutes to survive like that and the timer keeps going even if you log off. During that time you can follow people and watch where bases are.
If the spirit timer runs out you get sent back to spawn and your hearts reset to 2. Then you go back to normal survival. They want people to stay in the game longer but still feel pressure the whole time.

ForgeMCPVP is an up and coming PvP server that is trying to build an active community. It is also looking for players and staff so it feels like a place that is still growing.
The main focus is PvP like CPvP and Mace PvP. You can also get your own island and upgrade it over time.
