This is a new Minecraft server that is still getting started. The owner has been promoting it a lot but not many people have joined yet.
Right now they mainly want to see if players can actually connect. They are asking other players to try joining using the subdomain and see if it works.
If you like helping test stuff and do not mind a really small or even empty server this might be something you can try. You can join and see if it loads for you and then just look around on your own for a bit.
There are no other details about rules or game modes yet. It feels like the server is still in early setup and they just want to know that people can log in without problems.
