I found GamerHub Towny and it feels like a chill Towny SMP that started out as a streaming server and now it is trying to grow bigger.
Griefing and stealing are not allowed and the world never resets so your builds can stay for the long run. The community seems welcoming and ready to help new players and a lot of players are in the Oceania region.
The server leans mostly player economy with ranks you can get using in game money. It also has Dynmap player warps and player shops plus a sell only server shop. You can do jobs and use MCMMO and there is a player built market too.
They say they get around 25 daily active players and it gets most active when the owner streams on twitch with 8 or more online sometimes. The listed version is 1.21.10 or similar.

ArcticMC is a brand new SMP that started just a couple days ago and it feels pretty calm and welcoming.
It is a Towny and factions style survival server so you can build a town claim land make alliances and fight for territory. PVP matters here but they run an honor system for how fights should go and it is explained in their rules.
It also has McMMO skills so you level up while you play and unlock special abilities as you get stronger. There are custom items too including furniture that is entity based and they plan to limit it per chunk to help with lag.
The world uses Tectonic generation so the terrain looks more realistic with big mountains and nice valleys and it makes building and exploring feel way cooler.

I found a Java survival server called JSMC that started because the owner got tired of the same friend group worlds dying after two weeks.
This one is meant to keep going even after the Ender Dragon. It has been on the same world for about 8 months with no wipes and no resets. The pace is slower and it does not lean on gimmicks.
People focus on builds that are meant to last and a lot of the map is set up in themed areas so it feels connected over time. Not everyone stays forever but the players who do stick around tend to stay for months.

Northwoods is a survival multiplayer server on 1.21.11 that keeps the vanilla feel but adds a few plugins to make it deeper.
It started as a small world for the owner and their wife and then they decided to open it up for more players.
You can build towns with Towny and use Towny chat. There are shopkeepers for trading and SimpleJobs for extra goals. The world uses a custom terrain generator and the mobs can level up so exploring and fighting stays interesting. There is also Distant Horizon support.

The Garden is a semi vanilla survival multiplayer server that tries to keep the normal survival feel while adding extra features.
It supports cross play between Java and Bedrock Edition but Java is recommended for the best experience.
The community aims to be close knit and they shut down toxicity and drama fast. Players are encouraged to make big community projects like towns and shopping areas. They also run events sometimes with prizes. There is a Discord and they support the Simple Voice Chat mod.
The server is not pay to win. Store items can be earned through gameplay and ranks are earned with in game money. You can make money by leveling up jobs, completing milestones and tasks, or running a shop. Other features include McMMO skills, art maps, and resizing your character.

Northwoods is a Towny SMP style server that is still early and looking for a small handful of players to help test gameplay and performance.
The world and your progress are not getting reset so what you build and earn will stick around.
It runs Towny with chat support plus stuff like levelled mobs shopkeepers simple jobs and a custom terrain generator. There is also Distant Horizons support and a custom CurseForge pack with Distant Horizons and a few client side mods.
The server is self hosted on a Xeon E5 2697A v4 machine with lots of RAM and 12 GB set aside for the server.

CoreThrive is a Minecraft server that uses a 1 to 2000 scale map of Earth. You get to build towns and nations with Towny and then fight for land and power.
War is a big part of the server but the players are still friendly so it does not feel super toxic. People seem to like battles but also just hanging out.
The server has Movecraft so you can use custom ships aircraft carriers and planes. That means battles can happen on land sea and in the air which makes it feel really cool and different.
If you like Earth maps Towny and big wars this server is made for that style of play.

CivMC is a big survival civilization server where players build nations and make history. It feels like a long running world where what you do actually matters over time. The server is semi anarchy so players have a lot of freedom and power.
You can join a nation as a regular citizen and help build roads farms and cool infrastructure. If you stick around you can work your way up and maybe help run the nation or hold some government spot. You can also focus on pvp and fight players from rival nations.
There is a strong player economy. People run businesses and try to get shops in Pavia which is like the big economic hub of the server. It makes the world feel really alive when players trade and build up their own cities.
This version of CivMC has been going for almost four years so it is not one of those servers that dies in a week. The community accepts old and new players and new people get welcomed in pretty fast.
The server runs on Java 1.21.1 to 1.21.8 so it uses the newer Minecraft versions and features.

Spugunke is a new SMP server that feels really community first. It runs Minecraft 1.21.11 and the world just started so everyone joining now gets to help shape everything from the ground up.
The server is all about player made towns and teams. People can make their own towns bases farms and huge builds or join others. Some teams can focus on pvp or exploring or gathering resources. You can still play solo if you like and it supports both competitive and relaxed styles.
Rules are relaxed but still fair. Griefing stealing and random killing are not allowed. Pvp is only allowed when everyone agrees so fights are organized and not just chaos. Town or team conflicts can happen but only if both sides want it.
Spawn is meant to be a shared community area with player builds and a place to hang out. The server seems pretty social with people being online at the same time and often sitting in voice calls while they play so it feels more like a group of friends.
The server supports Java and Bedrock crossplay so different platforms can play together. It uses simple vanilla style plugins like tpa sethome spawn protection CoreProtect and a Discord bridge. They only use plugins that make life easier without changing how normal survival feels.
