I found Iperios and it is a modded server where you can make your own nation. You can pick your own government style and make laws and ranks too. If you do not want to run a nation you can join one that is already made.

The server uses All the Mods 10 ATM10 and it says version 6.1. To get in you join their Discord and ask for a whitelist. After you get in a staff member helps you and gives a beginner kit so you can start playing.
