This server is trying to run a big civilization experiment with up to 160 players. Right now they already have around 50 people so it is starting to feel like an actual world with lots of different players.
The idea is that you join this project and help build up a big civilization style server with a ton of people. Spots are filling pretty fast so you kind of have to apply before it is full.

Iperios is a modded Minecraft server where players build their own nations and make their own rules. You can create a government style you like and set laws and ranks for your people. If that sounds like too much work you can just join a nation that is already running.
The server uses the Allthemods10 ATM10 5.4 modpack so you need that exact version to join. After you get whitelisted you can read the new player info to learn how everything works.
When you first log in a staff member helps you out and gives you a starter kit. Then you are free to explore and either found a new nation or become part of someone else’s project.
