I found a modern Minecraft anarchy server called Take Out Anarchy and it is totally ruleless. There is zero admin intervention and everything is allowed so the world is fully controlled by players.
Someone built a huge Christ the Redeemer statue and it looks like the first real mega structure here. It is the kind of place where big builds can happen and also get destroyed at any time.
The server runs on version 1.21.11 and it calls itself inclusive while still being full anarchy.
