I found TheNationsSMP and it is a long term survival server that cares a lot about fairness. It says there is no pay to win at all and they want the world to stay stable with a real community.
The main idea is nation building where players can make their own custom nation and lead it. There is also combat themed around history with weapons from the 16th to 18th centuries.
It supports Java and Bedrock cross play so more friends can join together. It also has a brewing system with alcohol mechanics and it uses Valkyrien Skies for physics based machinery with plugins.

Each country has a King and they can recruit players into their nation. You can climb ranks and follow your leaders or go your own way.
