I found Anarchy Network and it is a semi anarchy survival server that tries to stay really close to vanilla. It started on October 11th 2024 and it is hosted in New York City.
It is online all the time and it lets you join on Java versions from 1.7.2 up to 1.21.11. It says 1.21.11 is the best version to use so you do not run into problems.
The world is huge with a 2 million block border and there are no map resets. There is no pay to win and there is no teleporting around. Griefing and pvp are allowed and the only command that is allowed is spawn so people far out can come back.
Nether roof is allowed and phantoms are removed and only half the players are needed to skip the night. The server still has rules though like no exploits no lag machines no duping no spamming and no harassment or racial slurs in chat.
