CaliCraft is a player run democracy server based out of California where you can actually shape what happens. Every two weeks players elect an Emperor and that person can make real choices for the server.
The Emperor can add or remove plugins across gamemodes. They can make laws and even imprison people for any reason including staff. If you get marked as a fugitive you can end up spawning in prison when you die or getting dragged there in handcuffs if you are caught. The Emperor has to follow the Constitution but they can make temporary laws during their reign and some laws can become permanent through a 3 day Discord poll.
There is a lobby that sends you into different gamemodes fast. Modded Survival has custom enchantments plus skills and jobs plus an economy and auction house and custom dungeons and vote crates with strong gear. Vanilla Survival has QOL stuff like quests chest sorting and daily rewards. Skyblock is classic with extra addons.
They also run Cobblemon on a separate Fabric server so you need the Cobblemon modpack to play it. The server has custom content too like a custom resource pack with unique mobs animals elites and dungeon bosses with special drops.
It supports versions 1.17.1 to 1.21.10 and it works on Java and Bedrock.

Odyssey Chronicles is a Minecraft network with three different servers so you can play how you want.
One server is modded with Origins and it does seasonal resets. Each season they also change up the mods so it feels different again.
Another server is for events and minigames. They host events and you can play stuff like OneBlock.

WhimsyWillow is a small community focused Minecraft server and Season 3 is live with mods. The mod list was picked by the community so it feels like everyone had a say.
There is a ton to explore with over 100 biomes using Biomes O Plenty plus Terratonic and there are also structures around the world. You can also mess with the Create mod and build machines as long as it is reasonable.
The server has a Bluemap world map so you can look around the whole world. Progression is also boosted with more ores plus new tools and weapons.
Spawn is kept nice and there is a shop district with player made shops that can sell whatever they want. The staff and players are big on suggestions and they try to run events sometimes to keep things active. This server is a minimal ComputerCraft style experience with a few addon and quality of life mods. It includes Plethora plus SC Peripherals and Goodies and Classic Peripherals so you can do a lot with computers and peripherals.
It has an active community with about 3 to 7 players online daily and around 10 at peak hours.
There are custom features like a WebSocket based Chatbox API and a Kromer economy server and a custom Pastebin replacement with no ads. It also has a playtime based welfare system.

This is a relaxed modded SMP called L&M Industries. It feels like a chill place for people who want tech mods without a bunch of drama.
The modpack mixes Create with Modern Industrialization plus ComputerCraft and AE2 so you can build machines make factories and set up big storage systems. There are also lots of decoration mods so your base can look super detailed with stuff like workshop style blocks and tiny block building.

I found a modded SMP called Jujutsu Origins Reborn and the big hook is the Jujutsu Craft mod by Orca. It is a standard survival world but it has a deep power system and a lot to learn.
You use cursed energy and a cursed technique to get stronger. Progression is based on grades and you go from Grade 4 up to Special Grade. If you push far enough you can reach things like domain expansion.
This server is not super casual if you want to climb fast since it takes skill prep and grinding. It can still be chill if you just want to roleplay a character and hang out. They also talk about adding lore later.
To start you join their Discord then you make a spin ticket so your technique can be rolled. If you do not like it there are events and trading so you can try to get something else.
