I found Black Banner and it is a strict 1.21+ anarchy server that is built to last.
There are no wipes and no seasons and no soft resets. The world is meant to keep going for as long as Minecraft exists so everything that happens stays.
There are no gameplay rules and no protections and staff will not step into player fights. Griefing raiding theft traps and KOS are part of how it works and it is also not pay to win.
The only real rules are no IRL doxxing and do not try to lag or crash the server. It is made for uptime not for fairness.
It supports Java and Bedrock Edition and it runs on stability focused stuff with a conservative update policy.

The big thing here is the Tier system for PvP. If you win fights you gain Tiers and if you die you lose Tiers so every fight feels risky. It is also story driven so alliances and betrayals actually matter and people build the lore as they play.
It has proximity voice chat so you can talk to players nearby while you trade argue team up or backstab. There are no land claims so the world is shaped by trust politics and strategy.
