I found a new server called The Anchor and it is only a few days old. It is a Minecraft SMP on Java and it is running on 1.21.11.
It is small right now with around five players who hop on sometimes. They are trying to find more regular players so the world feels more alive.
If you want a fresh community that is not huge this one fits that. If you have questions you can message the owner.
