I found a small vanilla plus Minecraft server that is trying to stay close to normal Minecraft. It adds some extra stuff like furniture and new crafting recipes like new types of armor. There are also some new items but it does not go too wild.
It is not a full modpack. You are supposed to drag the mods from a zip into your mods folder in whatever loader setup you use.
The rules are simple. No cheating or hacking at all. That includes hacked clients and exploits and dupes and xray and stuff like that. But griefing raiding stealing and killing are allowed so it can get messy if you are not careful.
The community is meant to stay pretty small. The server used to be a different theme before and some parts of the discord still mention that.
