Mythvale is a new Minecraft server I found that is built around a town claiming system. It uses a Towny style setup so players can make towns and protect their land.
There is also a war plugin made for the claiming system with siege battles. You cannot steal land from other towns but you can plunder their money so fights matter without deleting someones whole base.
The world is a custom map made for building and survival. The server is not released yet so it is still in the early stage.

ArcticMC is a new SMP survival server that started just a couple days ago. It mixes Towny and factions so you can build a town and team up with other players or try to hold your own land.
PVP matters here but they try to keep it fair with an honor system that is explained in their rules. The server also has McMMO skills so you level up as you play and unlock special abilities over time.
I also saw they have custom items like furniture that is entity based and they want to limit it per chunk to help with lag. The world uses Tectonic generation so the terrain looks more realistic with big mountains and valleys.
