I found AeternalCiv and it is a geopolitical civilization building server where you try to forge your own destiny. You can play as a citizen or lead as a king or queen or just live as a hermit if that is your thing.
It has base security stuff like reinforcement with Citadel and snitch tracking with Snitchmod so borders and crimes actually matter. It also mixes in progression and extra gameplay like Slimefun Movecraft Origins Brewery ValhallaMMO Seasons Levelled Mobs RPG mechanics and custom recipes.
The server started as a small friend group and now they want more people to build the world with. It is still in active development so expect changes and new mechanics over time.
