Leaders can get impeached and towns can face rebellion events if things go bad. Groups can push for secession with binding votes to break away and start something new.
War is structured so it is not random griefing. Nations declare war fund a warchest and fight over land in scheduled weekend battles. Winners can occupy and take a big cut of resources and losers can revolt to try to win it back. The economy is backed by gold you actually mine so money is not infinite.
