I found a creative Minecraft server that feels new and pretty small with around ten players right now.
It uses a whitelist so you have to apply first but it sounds like they approve people fast.
The main idea is nations. You can start your own nation or join one that already exists. After that you can build whatever you want as long as you follow the rules.
