I found Toms3 and it is a cracked anarchy server that came back after being gone for years with a brand new world.
It is inspired by famous anarchy servers and it tries to keep things simple with little to no changes. There are no admins and no rules. There are no bans and no shadowbans so people can do whatever they want.
The server was made mainly for South American players so most chat is in Spanish but a lot has been translated into English. Players from anywhere can still join and play.

The map is huge with a 600000 by 600000 world border. There is tons of space for secret bases and long term empires if you can stay alive.
