I found a mostly no rules survival server called Final SMP. It is pure vanilla style and it uses Simple Voice Chat so players can talk in game.
It has some safety stuff like PVP log protection and Core Protect so things can be checked if something goes wrong. It also has Discord SRV plus anti xray and anti cheat.
There is no pay to win here. It is just survival with real player interaction. The world opens on 2/21/26 and they want more members to join right at launch so people can bring friends make alliances and cause chaos.

Ordinary SMP is a vanilla survival server on Java 1.21.11 that stays up to date. It feels like a tight knit place where people build together and explore and just hang out.
It is whitelisted so the community stays respectful. They also use Ledger to track player actions so griefing or stealing can be investigated and dealt with.
The server has BlueMap so you can see the world with a live map. It also has Simple VoiceChat for talking in game plus AudioPlayer for custom audio.
