I found Anarchy Network and it is a semi anarchy survival server that tries to stay really close to vanilla. It started on October 11th 2024 and it is hosted in New York City.
It runs 24 7 and it lets you join on Java versions from 1.7.2 up to 1.21.11. It says 1.21.11 is the best version to use so stuff does not break.
The world is huge with a 2 million block border and there are no map resets. There is no pay to win and no teleporting. Griefing and PvP are allowed so you can play as dangerous as you want.
The only big non vanilla thing is a spawn command so people far away can get back to civilization. Nether roof access is allowed. Phantoms are removed and only half the players are needed to skip the night.
They still block some stuff like exploits and lag machines and duping and spamming. Chat harassment and racial slurs are not allowed either.
