I found a brand new Minecraft Java Edition SMP that is 18+ and it is running All The Mods 10.
The world is fresh and the borders are meant to be claimed so people can build nations and empires. It feels like the server is about progression and big plans like tech and magic and huge builds.
PvP is not random chaos. Wars get declared between nations and there are raid windows so fights are organized. Battles can decide territory and resources and reputation.
A lot of the fun is the politics. Rivalries happen and alliances can form or you can stay independent and build your own peaceful corner.
