I found a semi anarchy survival server that tries to stay super close to vanilla. It has very few rules and it is meant to feel like normal Minecraft but with the freedom to fight and grief.
It has no map resets and no pay to win stuff. PVP is allowed and griefing is allowed. The world border is huge at 2 million blocks.
You can play on Java versions from 1.7.2 up to 1.21.11 and they recommend 1.21.10. The server is online all the time and it is hosted in New York City.
The main non vanilla thing is you can use spawn so people far out are not stuck away from everyone. Nether roof is allowed. Phantoms are removed and only half the players need to sleep to skip night.
They do not allow exploits or lag machines or duping or spamming. They also do not allow harassment or racial slurs in chat.
