I found a survival anarchy server that has been running for about a year and it keeps the same world with no resets.
It is on version 1.21.11 and it uses custom written plugins so gameplay can feel different and more unique.
The server is based in Finland so it should be really nice for European players who want low latency.
They also say they have reasonable hardware with NVMe SSDs 64GB ECC RAM and a 1 Gbit network so it should be able to handle fights and big builds better.
