I found Iperios and it is a modded server where players can make their own nation. You can pick your government style. You can set laws and make ranks too.
If you do not want to run a nation you can join one that is already made. It feels like a social server where people take the rules and roles seriously.
The server is on All the Mods 10 ATM10 version 5.4. To join you have to get whitelisted through their Discord. After you get in a staff member helps you and gives you a beginner kit so you can start playing.
