I found a community centered survival server that is made by the players for the players. It is going for a Hermitcraft style SMP feel with a diamond based economy and a shopping area.
People also work on public builds and big projects and a lot of them use proximity chat while they play. The server tries to keep the vanilla experience but it can still grow with ideas from community requests and polls.
You can use homes and there are some extra cosmetic and quality of life and fun plugins. It is Minecraft 1.21.11 and Java only and it is whitelisted and 18+ only.
They say you will usually see around 5 to 20 people online during the day and they have a bunch of regular players. If you like meeting new people there are groups looking for more members.
