Posalon is a worldbuilding server that just reopened after a 3 week dev break. It has been running for over 3 months and it has an active community.
The main idea is making nations and building a big lore story together. You can start your own nation and try to make history or you can join another group and help them grow.
The big plugin here is Movecraft so people can build ships tanks and planes out of blocks. There is also Brewery X plus lands and a market and an auction house and even a stock market. It also has guns and seazones and more.
It supports both Java and Bedrock. It is not focused only on military since the goal is worldbuilding and community lore.

CaliCraft is a player run server based out of California where the whole point is that players can shape what happens. Every two weeks everyone elects an Emperor and that person can actually change a lot. They can add or remove plugins across gamemodes and make laws and even imprison people. If you get marked as a fugitive you can end up spawning in prison when you die or get dragged back in handcuffs if someone catches you.
The server has a lobby so you can jump into different gamemodes fast. There is Modded Survival with custom enchantments and skills and jobs and an auction house economy. It also has custom dungeons and vote crates with strong gear and it is a claim world with a kingdom run by the Emperor.
There is also Vanilla Survival with quests and chest sorting and daily rewards. There is Skyblock with classic island play plus addons. There is a Cobblemon mode where you catch train and battle Pokemon inside Minecraft and it runs on a separate Fabric server so you need the Cobblemon modpack installed.
They also use a custom resource pack with unique mobs and animals and elites plus dungeon bosses with special drops. Versions supported are 1.17.1 to 1.21.10 and it works on Java and Bedrock.

The Pen is a classic prison server that feels like the 2014 era. It is barebones and grindy and it does not hand you overpowered armor. You mine and you smelt ores yourself and you do risky runs through PVP zones to sell if you want money.
You rank up from A through H and then you can reach Parole. After you finish the main ranks you can keep going with a prestige system and you can pick how you want to progress.
Mining is the main path with old school prison grinding and better mines as you rank up. Fishing is a full custom system that can earn good money per hour with unique rewards and boosts. There is also a mob arena where you fight waves and bosses for group rewards plus money and shards.
There is a cookie farming bakery system too where you farm wheat and cocoa then bake cookies with custom mechanics. You can do long term cookie quests compete on leaderboards and turn baked cookies into higher tier rewards.
The server also has guards enforcing contraband rules and illegal crops for high risk high reward. You can rent cells and plots use an auction house do bounties try parkour and run player shops. Premium stuff is not required since anything paid can also be earned by playing.
