I found a server called MinecraftOffline and it is running on version 1.21.11. It is a lifesteal anarchy type place so fights matter and it can get pretty brutal.
The world is permanent and it says there are no resets. That makes it feel like everything you build or lose actually sticks around.
It also has custom written plugins so the gameplay is not just plain vanilla. The server is based in Finland so it should be good for European players who want low latency.
The hardware looks solid too with NVMe drives ECC memory and a 1 Gbit network so it should be able to handle the chaos.
