I found Anarchy Network and it is a semi anarchy survival server that tries to feel like real Vanilla Minecraft. It started on October 11th 2024 and it is hosted in New York City.
It stays online all the time and you can join on Java versions from 1.7.2 up to 1.21.11. They recommend 1.21.10 so you do not run into issues.
The world is massive with a 2 million block border and there are no map resets. There is no teleporting and no pay to win. PvP and griefing are allowed so you should expect chaos.
The only non vanilla command is spawn so players far away can get back to civilization. Nether roof access is allowed. Phantoms are removed and only half the players are needed to skip the night.
They still have some limits like no exploits no lag machines no duping no spamming and no harassment or racial slurs in chat.

I found a new Java server on 1.21.10 that is going for a super close to vanilla feel but still has a few small mods like enhancements and stuff that lets you set a home.
The whole point is anarchy style fighting with clans. People can start wars make deals and try to take over. There are no land claims so nobody is protected by fake borders and you can raid and battle anywhere.
You can build an empire if you can defend it. Dying matters because keep inventory is never on. You can also collect player heads as trophies and take their gear.

Rai Nations is a session based nations server where people show up for scheduled play times and build up their own nation. It usually hits 20 plus players at peak and there is still room to claim space and start something new.
The sessions run in EST on Wednesday 6 to 8 PM Friday 6 to 9 PM Saturday 1:30 to 4:30 PM and Sunday 1:30 to 5:30 PM. It feels made for players who want a geopolitics style nation server but do not want to grind all week just to keep up.
