I found a vanilla anarchy server that runs with no rules so players can do whatever they want.
It is on version 1.3.2 and it uses only official jar files. Nothing is patched so it feels like the real deal.

Atropolis is a newly opened SMP that is aiming for a 16+ community. It is whitelisted and it tries to feel semi vanilla while still being friendly and chill.
It stays close to vanilla but has quality of life stuff like phantoms being disabled and one person sleep. There is also a PvP toggle and some anti grief protection for certain mobs.
If something bad happens there are protections and rollbacks. Keep inventory is on in the nether and the end.
The server uses things like Simple Voicechat and a web map plus some extras like a death counter and head drops. Voice chat and elytra trims are optional if you want them.

CaliCraft is a player run server where the community actually shapes what happens. Every two weeks everyone votes for an Emperor and this role has real power. They can change plugins make laws and even imprison people including staff. There is a Constitution they have to follow but they can also make temporary laws during their reign. Some laws can become permanent through a Discord poll.
The server has a lobby that helps you jump into different gamemodes fast. There is a modded survival world with custom enchantments skills jobs an auction house an economy custom dungeons and vote crates with strong gear. It is also a claim world and it runs like a kingdom under the Emperor.
There is also a vanilla survival option with quality of life stuff like quests chest sorting and daily rewards. You can play skyblock too with classic island style and extra addons. There is a Cobblemon mode on a separate Fabric server so you need the Cobblemon modpack to join it.

ArcticMC is a new survival server that mixes Towny and factions. It feels chill but there is still pvp and territory stuff if you want action.
You can build a town then make allies or take land for your own group. They also use an honor system for fights and it is explained in their rules.
McMMO is on so you level up skills while you play. You can unlock special abilities at higher levels.
The world uses tectonic generation so the terrain looks big and realistic with mountains and valleys. There are also custom items and even furniture but they plan chunk limits to help with lag.

Anarchadia is a long running survival anarchy style server that has been online since January 18 2021. The world has been going for over 5 years so it feels old and real with ruins hidden bases and random forgotten builds.
It is made for freedom. PvP raiding griefing exploits utility mods and even hacked clients are part of the vibe and the server keeps interference low with minimal anti cheat. There is no whitelist and it is meant to stay playable 24 7.
It supports Java and Bedrock. The current version is 1.21.8 and it also supports a huge range for Java from 1.7 to 1.21.11 plus Bedrock from 1.12.0 to 26.3.
Exploring stays interesting with weird glitched terrain from broken seeds and a massive world with infinite resources. There are also custom End portals that make End travel and End bases way more practical.
There are some extra features too like an AuctionHouse that uses XP for safer trading and MiniPets with 25 invulnerable tiny mobs and animals you can collect keep or steal. There are leaderboards so you can track stats and progress.
