I found a chill Minecraft community called Syracuse Nation that is focused on survival but also gives you a separate creative world for big builds.
It runs on Java 1.21.11 and it has cross play so console players can join too using BedrockConnect. There is a hub that lets you get to the city the creative world and the survival world.
The server has a player economy with shops plus quests with more being added. There is also a bank to store valuables and random TPA even your mount can teleport with you.
