ArcticMC is a brand new survival server that mixes Towny and factions. It feels chill but you can still fight for land and power if you want.
PVP matters here and they use an honor system. The rules explain how it works so fights stay fair.
It also has McMMO skills so you level up as you play and unlock special abilities at higher levels. There are custom items too and even furniture that is entity based so they plan limits to help with lag.

I found AeternalCiv and it is a semi anarchy server where you build civilizations and try to make your own path. You can be a citizen a king or queen or just a hermit and do your own thing.
It has base reinforcement with Citadel and it uses snitches so people can protect areas and track stuff. There is also warfare plus Movecraft so fights can get wild.
It leans into RPG style gameplay with Origins ValhallaMMO levelled mobs seasons and more mechanics. There is Brewery custom recipes and the server is still being worked on so more changes are coming.

I found Dopecraft 420 and it is a newer modded survival server that is trying to get more players. People have already started some progress but it sounds like you can still jump in and do your own thing.
The rules are supposed to be few and easy. The modpack is kind of heavy and it leans on mods like Warium Valkyrien Skies Create Mekanism and Biomes O Plenty plus a lot more from the modlist.
