It uses Towny for claiming and running your town. You can start a nation right away because the server gives starter money so you do not have to grind first just to begin.
The server is on its second season and it has been getting a lot of new players. If you like wars there is a lot of fighting and conflict but if you do not then you can live peaceful and mostly avoid it.

The Pen MC is a classic prison server that feels like the 2014 era. It is barebones and grindy and you do not get overpowered armor right away. There is no instant sell so you actually mine and smelt and then you have to risk traveling through PvP zones to sell stuff.
You rank up from A through H and then you can reach Parole. After you finish the main ranks you can prestige and you are not forced into only one grind. You can keep doing classic mining or switch it up with custom fishing or a mob arena with waves and bosses. There is also a bakery system where you farm and bake cookies and do long term cookie quests and try to climb leaderboards.
This server also has guards that enforce contraband rules and there are illegal crops that are high risk and high reward. You can rent cells and plots and use auction house and player shops. There are bounties and solitary confinement and parkour challenges too.
