It is story driven and it feels more serious than pure anarchy. The big thing is the tier system with PvP progression. You can gain tiers by killing players and you lose tiers when you die so fights actually matter.
It also has proximity voice chat so you can talk to people right in game. There are no land claims so the world is shaped by trust and politics.
The map is finite at 2500 by 2500 blocks so you run into people a lot. It is semi anarchy so anarchy is allowed but random griefing with no story or purpose can get rolled back to protect long term SMP stuff.
