The gameplay is meant to be harder and slower. There are some restrictions that reduce easy meta strategies and automation. It uses a town claiming style so you can build and protect a town with other players. People can form nations and do politics like alliances rivalries and diplomacy.
War is not forced. If players want conflict there are optional systems for fighting and taking ground like CaptureSites SiegeWar and EventWar. The wilderness is open too so going out there can feel risky but worth it.

I found a Fabric server on 1.19.2 that is trying to keep things simple and friendly. It is an SMP with a lightweight modpack and they keep the mod list small on purpose.
The big mods you will notice are Origins plus some extra building blocks from Chisel and food stuff like Farmer's Delight. There is also a voice chat mod so people can talk while playing.

Anarchy Network is a semi anarchy survival server that tries to feel like real Vanilla Minecraft with only a few changes and very few rules. It launched on October 11th 2024 and it is hosted in New York City in the USA.
The server is online all the time and it supports Java versions from 1.7.2 up to 1.21.11. It is recommended to use 1.21.11 so stuff works right.
The world border is massive at 2 million blocks so there is a ton of space to live and hide. There are no map resets and there is no pay to win. PvP and griefing are allowed and the only command you get is /spawn so people far away can still get back to civilization.

There is also a big expansion called the Wasteland Dimension opening on November 8th. It brings new gear to fight over huge mega structures with secrets and a unique currency for a new player driven economy. It runs Towny and Factions so you can make a town claim land team up with other groups or try to take space for yourself. PvP matters here but they also use an honor system and it gets explained in their rules so fights do not turn into total chaos.
There is McMMO style skill leveling so you get stronger by playing and you can unlock special abilities as you level up. They also have custom items with furniture and it is entity based so they plan to limit it per chunk to help with lag.
