I found ArcticMC and it is a new SMP that started just a couple days ago. It feels chill and more relaxed than the loud chaos servers.
The main idea is Towny with factions so you can build a town claim land make friends and alliances or try to take territory for yourself. PvP matters here and they use an honor system that is explained in their Discord rules.
It also has McMMO skills so you level up as you play and unlock special abilities like the woodcutting one. There are custom items too and they even have furniture that is entity based so they plan a per chunk limit to help with lag.
The world uses Tectonic generation so the terrain looks realistic with big mountains and valleys and lots of cool places to build. The community is meant to be calm friendly and atmospheric so you can grind build or just vibe.
This is a chill Minecraft server running on version 1.21.11.
It is a small server with around 10 players so it feels more like a friend group than a huge public place.

Club Evil is a laid back survival server that leans mostly vanilla and still keeps the PvP anarchy feel. There are no plots so the world stays open and wild.
The commands are kept super simple with only bed home and spawn. There is no sethome so you actually have to travel and survive.
It is run by players and there are no moderators or OP people flying around. Near spawn there are insanely huge open caves plus mushroom areas and cherry groves by the spawn tree so you can start exploring fast and get into trouble.

I found 99b99t and it is a brand new Java anarchy server where anything goes. There are no rules and no limits so it feels like pure chaos and survival.
The world is fresh so people are still racing to build bases and make a name. It runs on Hard difficulty and it stays online 24 7.
You can join on Java versions 1.12.2 to 1.21.11. If you want true anarchy with no restrictions this is that kind of place.
