This is a semi vanilla SMP that was started a couple weeks ago and it already feels like a small town. The server is on hard mode and it has a few plugins but you can turn them off if you want to play more like vanilla.
There are around ten to fifteen people on most of the time and everyone seems pretty close. People build near each other if you ask and they visit each other a lot. Players like to trade help out and share items when you need something so it feels really friendly.
The world gets reset only about once a year so it is meant to last a long time. There is a shopping district starting up and the nether just opened a few days ago so the nether hub is being built now. The end is not open yet so that is still something everyone is waiting for.
They want people who join to actually be good friends and part of the community not just grab stuff and leave. It is a relaxed place but still active and it looks perfect if you want a chill SMP with adults who actually talk and play together.

GlowSMP is a newly released Vanilla plus survival server for players who want to build grind or just chill. It supports both Java and Bedrock from 1.21 to 1.21.10.
The vibe stays close to vanilla but adds a bunch of quality of life stuff like voice chat and messages better harvesting graves chest sorting a gradient tool and a live map. There are also new fish you can catch and sell plus a leaderboard so you can see who is the best fisherman.
It has special enchantment books that help with building and gathering like breaking a whole tree at once and haste for mining. Jobs are also a big deal since you earn experience and money for most actions and you do not have to pick only a few.

FabricCraft is a survival server that stays really close to vanilla because it runs on Fabric. The point is that farms and redstone work how you expect and do not get nerfed by other server software.
It is semi anarchy so you get a lot of freedom with only a few rules. There are no land claims and there are no world resets so the world feels permanent and player made.
People end up making alliances and trade groups then rivalries show up too and raids happen. Hacked clients and any mods that give an advantage are not allowed.

Rosebloom SMP is a friendly seasonal survival server with Java and Bedrock crossplay. It feels chill and community focused and the staff team is big on keeping it welcoming and respectful.

I found a server called Calito Nations and it is a Towny style political SMP that is live in early access.
It has a real economy where you grow herbs and sell them in a market and the prices change based on supply and demand.
Towns can run elections for mayor using ranked choice voting and your vote matters more the longer you have lived there. Your town government type also changes how the economy works.
If leaders mess up things can build up into rebellions that start on their own. If talking fails wars happen on weekend siege sessions and it has permanent consequences since the losing side can get occupied and taxed until they revolt.
